The park centers on the integration of Yellow River culture and waterscape ecology, integrating waterfront sightseeing, sports and leisure, emergency shelter and business reception into one.

Winding water systems run through the park, with 24 landscape bridges, 12 islands and three riverside walkways connecting scenic spots such as Cuiying Pavilion, Yugu Island and Waterscape Park Square. The north bank features lush wetlands and natural scenery, while the south bank is equipped with comprehensive facilities and rich recreational activities. It serves as the urban green lung of Suqian and a distinctive landmark of local water culture.
